Isn't there a humane society that you could call? Even if it is out of the area, they are usually good about interceding in cases of severe cruelty, which this sounds like the case. If they won't, the only other thing I could suggest is that you try to get some other members in the community to help the family out with food and care for the animals.

Contact the media...if your community has news, weather, and sports offered via a regional source, let them know and ask if they could recommend an action. Or contact an attorney and learn if it could be dangerous conditions for the people and animals to dwell in.

If you contact a judge and explain the situation, they may be able to instigate an action by and through law enforcement officials that are reluctant to respond to your complaint. He/she [judge] may issue a writ of mandamus to the department [police] for action.

There must be some sort of organisation which is concerned with animal abuse? In the UK we have the RSPCA and they'd be onto this sort of situation in an instant. If there's no such organisation in your area try looking for the nearest one outside the area. There's no way this woman should be allowed to keep pets like this, it is abuse.

I found great advice at www.nopuppymills.com, there you can share your concerns and get right on information for your area. I would suggest speaking with them before doing anything. Aside from no shots are they healthy looking loved? There is an illness called hoarding, not just people of little income fall into that description. It is not always about money ,often it starts well meaning enough trying to save animals taking in too many. I do not know this family well their personal habits are not our business to judge, you obviously know more about them then we could so try no puppy mills. They helped me and many others put stop to a hoarder gone wild. It is wonderful that you care so much it shows your heart. Thank you for caring. ~A~
PS- I just went there and it is offline I do not know why hopefully it will not be long. If the situation is as you say you may have to be a squeaky door to get things done. Having photos to illuminate your concerns, and witnesses. Just the information as it pertains to the animals conditions, not the lifestyle of the owners. That will only take away from what you are trying to do, save the lives of special creatures. I wrote Best Friends many times and they directed me to the proper channels. When the hurricane hit i wrote them about the suffering animals they acted. The ASPCA is another though they do not have jurisdiction in all counties or states each is unique. I hope this helped All the best ~A~

The best thing you can do - and do it now! - is to call the SPCA or another animal welfare society. I don;t know where you live, but look it up in the yellow pages.

The only thing I can think of is to call thepolice or the SPCA. But seeing you don't have animal control in your area, the police would be your best choice. It is cruelty to animals. If you can't support yourself, how can you support dozens of animals. In my town, there is a limit of animals you can have. Example: 2 dogs and 2 cats, or 1 dog, 3 cats or 3 dogs, 1 cat. Can never exceed four. All must be registered and if not, you are fined and the animals are taken away. Its for their safety and health. Its nice of you to have concern. Once you have spoken with the police..and they say they can't help..ask them who could. They must know.
